Scope and Content Note

This Record Sub-Group contains records of the Office of University Relations (formerly known as the Office of Public Relations and the Office of University Information Services) and its successor units. Included in this Sub-Group are general administrative records as well as media files consisting of images (photographs, negatives, slides, contact sheets), media releases, correspondence, memoranda, reports, statements and speech texts, and copies of media coverage. Subjects of these media files are both system-wide and campus specific and include individuals (Board of Curators members, Administrators, faculty members, and distinguished visitors) as well as topical coverage of events, announcements, and items of interest pertaining to the University of Missouri. This Record Sub-Group also contains printed and duplicated material created by the Office of University Relations.

Historical Note:

Public relations and information dissemination for the University of Missouri System and MU were handled by the MU Office of Public Relations until 1968. During the 5 year period between the creation of the UM-System and 1968, the MU Office of Public Relations handled the communications needs of both the MU campus and the UM system. In 1968, the Office of University Information Services was created as an UM-System office to serve the public relations, information and publicity needs of the UM-System's central administration and the four campuses. The campus specific information dissemination needs of MU were handled through the Office of Public Information and its successor office, University Affairs. In 1980, the name of University Information Services was changed to University Relations and it was charged with the responsibility of planning and conducting internal and external communications programs at the system level. This included acting as the information source for the Board of Curators. The Office of University Relations was also responsible for coordinating information and publicity efforts with counterpart offices at the four campuses and with University Outreach and Extension. The Office of University Relations consisted of three departments: the Information, Public Relations and Publicity unit; the Radio and Television unit; and the Extension Information unit. In 1985 Extension Information split from its parent office and formed the Office of Extension Communications.

Series Descriptions:

Series 1. - UW:4/141/1 (A77-28)
This Series contains correspondence and administrative records concerning the Open Meeting radio program sponsored by Information Services, (1973-1975). These records were created or collected by Jack Hamilton in his capacity as Special Assistant to President Ratchford. Hamilton was instrumental in the development of the Open Meeting radio program, a live and unrehearsed one-hour call-in program airing monthly, designed to promote the University throughout the State of Missouri. The moderated program featured President Ratchford and a changing panel consisting of a campus chancellor, a curator, and a student.

Series 3. - UW:4/141/3 (A77-60)
This Series contains records created or received by the Office of University Information Services, now known as University Relations, (1965-1972). This Series predominately consists of general correspondence and memoranda generated by Director Tom E. Richter (1967-1972), and Guy Horton, Assistant Director (1969-1973), and later director (1973-1985). The focus of the Series is three public opinion surveys conducted by the UMC Public Opinion Survey Unit of the College and Business of Public Administration. The surveys, conducted under the direction of Ron Downing, David Leege, and David Leuthold, dealt with public opinion in Missouri on topics related to higher education, the University, and the State Legislature. Also included in Series 3 are working files, preliminary and sample questions, copies of newspaper editorials, and publications.

Series 6. - UW:4/141/6 (A80-39)
This Series contains records received and generated by the Office of University Information Services relating to the 1971 Dedication of the University Reception House and President's Home, (1968-1972). Series 6 contains blueprints and other construction plans, photographs, negatives, and printed materials. A grid survey and plot plan are included in addition to floor plans and multilith screens for each level. The photographs, negatives and contact sheets are all black-and-white and illustrate interior decorating details as well as some exterior construction site shots. The informational materials include in the Series consist of a question-and-answer pamphlet and a facts booklet. Also included in Series 6 are black-and-white negatives and contact sheet for snow-scene images of the President's House.

This Series contains records generated by the Office of University Relations concerning the Public Service Employees Union Local 45 strikes against the University of Missouri in 1969 and 1972. This Series consists of administrative correspondence, hand-written notes, statements, news releases, copies of local and state-wide newspaper articles, and a statement of Union recognition by System President John C. Weaver, (1969-1972). Series 7 also includes correspondence relating to State Senate Collective Bargaining Bill No. 190, (1973).

This Series contains records created or received by the Office of University Relations, (1890-1988, bulk 1960-1988). The Series contains photographs, negatives, contact sheets, slides, and biographical files. The biographical files may contain copies of media articles and press releases in addition to images. Subjects of the biographical files include: Board of Curator's members; University System administrators; campus administrators and faculty; Extension activities; the Presidential Investiture; and members of the first graduating class (Robert L. Todd and Robert B. Todd). Also included in Series 9 are images from all four campuses including; construction and construction needs, facilities, aerial views, student housing, classrooms, and labs. The Series also included images used in some of the Presidential Christmas cards and in the President's Annual Reports.

This Series contains copies of the Clips Report, a weekly compilation gathered by the UM Office of University Relations for dissemination to UM System Administrators, (1998-2010). This report is a compilation of photocopied news articles from local, state and national news sources on issues that relate to all campuses of the University of Missouri and also to higher education in general.

Note to Researcher: In January of 2009 the Clips Report stopped being published as a printed document and was moved online, providing links to the various news outlets' coverage of the University. The bulk of the material in this Series deals with the Weldon Spring property (1971-1978) but it also includes reports and press releases generated by and for the Commission on Higher Education, a handbook for the Office of Public Information (OPI) staff (ca. 1976), and records relating to Guy H. "Bus" Entsminger (1967-1977), Vice Chancellor for Development and Alumni Relations. The Entsminger records in this Series consist of correspondence, memoranda, and newspaper articles. The Weldon Spring records include press releases, correspondence, memoranda, reports by engineering consultants, HOK Associates of St. Louis, statements, copies of deeds, and a brief, early history of the Weldon Spring tract.

This Series contains working files of the Proposition B campaign maintained by Coordinator of Special Assignments in the News Bureau, Martin Oetting (1991). These files related to the organization and coordination of the campaign to push for voter approval of "Proposition B," a measure to reform funding of education in Missouri. The Series includes MU News Bureau communications with the following organizations: Missourians for Higher Education (MHE), the MU Alumni Association (MUAA), Missourians for Quality Education (MQE), Conference on the Education Profession in Missouri, (CEPIM), the Columbia Chamber of Commerce and a variety of other organizations and associations working for the passage of the ballot measure. The Series consists of correspondence, memoranda, mass-mailing and faxed promotional communications, flyers, newspaper clippings and printed media samples, legislative history and background files, and a large banner promoting the passage of Proposition B.

The Series includes speech files for President James Olson on a variety of topics relating to the University (1982-1983). Also included in the Series are general University Relations Press Releases (1983, 1984, 1988-1990) and University Relations Extension Press Releases (1975-1989). Included within the Series are informational and clipping files used in the preparation of Extension Press Releases and copies of publications carrying the released stories. These files deal with both routine and critical issues of University Extension such as, regional appointments of agents, appointment of new Extension Service directors, reviews and evaluations of the Extension Service, and reorganization and reprogramming of the Extension Service.

Series 31. - UW:4/141/27 (A08-69)
This Series contains informational and administrative records created and received by University Relations, (1966-2007, bulk 1980-2000). The records consist of informational files pertaining to University of Missouri and University of Missouri System administrators, members of the Board of Curators, and university events. These records include press releases, news clippings, announcements, memoranda, correspondence, and photographic material. The Series also contains informational packets produced for Board of Curator meetings, (1997-2004). Additional records in the Series are copies of UM-System citations, awards, resolutions, and the like. The majority of these records were collected or created by Larry A. Myers, Information Specialist in University Relations.

Series 32. - UW:4/141/29 (A10-24; pamphlet file)
This Series contains printed and duplicated material created by the Office of University Relations or one of its predecessor departments, (1973-1997). The records consist of copies of a publication entitled Exclaimer, (1973-1997, with gaps). Exclaimer is an informational publication in newspaper format that provides information on Extension and Continuing Education from all four University of Missouri campuses. Originally published by University Relations, the later issues were produced by University Outreach and Extension. Volume 1 of the Exclaimer was published in 1973.
