Scope and Content Note

This Sub-Group contains the administrative records of Missourians for Higher Education (MHE), an organization dedicated to increasing public awareness of and funding for Missouri’s institutions of higher learning. MHE was created in 1985 by the presidents of some fifty public and independent colleges and universities throughout the state. MHE employed a number of strategies to achieve its goals, including informational publications, media releases, public appearances, legislative lobbying, and direct mailings to influential citizens of the state. Passage of the 1991 ballot initiative known as "Proposition B" was seen by the membership of MHE as a goal of crucial importance, due to its provisions intended to significantly enhance public funding for higher education in Missouri. Much of this collection relates directly to the MHE’s efforts to promote the passage of this ultimately unsuccessful initiative.

Series Descriptions:

The documents that comprise this Record Sub-Group are organized into six series. Within these series, arrangement is governed by original order. Series One is principally composed of organizational correspondence and internal memos; however, drafts of reports and studies, annotated news clippings, and membership and mailing lists are also included. Series Two is a sampling of the publications generated by MHE. Series Three contains documents pertaining to MHE’s Legislative Forum Committee, Information and Public Relations Committee, and Steering Committee.?? Series Four contains schedules, speech scripts, news clippings, and other documents relating to MHE’s awareness-raising, personal appearance tours, also referred to as “Fly Arounds.?? Series Five holds five audio tapes and visual slide presentations developed by, or with the assistance of, MHE. These slide shows are intended to help encourage either passage of Proposition ‘B’ or higher funding for colleges and universities generally. Series Six is a miscellaneous file, its content largely pertains to the activities of the Conference on Education (COE), an organization which shared many of MHE’s goals, but with its emphasis directed toward increasing funding for Missouri’s primary and secondary schools rather than institutions of higher learning.

Faculty promotion and tenure records and Academic Personnel files are restricted for 75 years, or the lifetime of the individual. All grievance, disciplinary, and medical records are treated as confidential files. Consultations with legal counsel, both in-house and external, are protected by the attorney/client privilege and will not be released.
