Scope and Content Note

This Sub-Group contains records of the University of Missouri President's Office, created or received by the Office of Business Management. The responsibilities of the Office of Business Management were originally performed by the University of Missouri Business Manager. The Business Manager's title was changed to Vice President for Business Management in 1970. In 1990, the Office of Business Management (this name was later changed to Office of Management Services) assumed the duties of the Vice President for Business Management. Included in this Sub-Group are correspondence, leases, maps, deeds, wills, records on microfilm, construction contracts, memoranda of understanding, site location plans, blueprints, architectural drawings, photographs, property histories, project records, floor plans, meeting minutes, summaries of land holdings, property master policies, indexes of UM-System properties, administrative rules and regulations, medical malpractice records, and records concerning legal cases involving UM-System properties.

Series 1. - UW:4/31/1 (A74-22; A82-22; A82-32; A83-63; A91-77)
This Series contains records of the University of Missouri Office of Business Management (1908-1979). The bulk of these records were created or received by Dale O. Bowling, who served as Business Manager (1955-1970) and as Vice President for Business Management (1970-1978). Included in this Series are correspondence, reports, feasibility studies, photographs, project records, budget materials, and appropriations records. Topics include construction projects on UW-System campuses, food services, insurance and loss prevention, land management, purchase of properties, physical plant operations, security, physical facilities development, Camp Crowder, Weldon Spring Research Center, the State Vocational School, the residence hall system, and UM-System radio and television stations.

Series 2. - UW:4/31/2 (A75-19)
This Series contains records of the University of Missouri Office of Business Management pertaining to the sale of land given to the College of Agriculture through provisions of the Morrill Land Grant Act of 1862 (1934-1957). Included are correspondence, microfilmed records, and copies of leases, maps, and property deeds. Topics include all phases of land sales, collection of rents, rights of way and easements, timber rights, caring for UM-System property, and the fees and travel expenses of field agents J. Blaine Berry and W. L. Thomas, who were responsible for College of Agriculture land sales.

This Series contains records of the University of Missouri Office of Business Management, pertaining to University properties sold or otherwise disposed of by the Office of Insurance and Risk Management and its predecessors (1839-1981). Included are correspondence, deeds, wills, contracts, and related documents concerning properties acquired by the UM System through gifts, purchases, endowments, or exchanges and later sold or otherwise disposed.

Series 5. - UW:4/31/12 (A81-17)
This Series contains records of the University of Missouri Office of Business Management (1967-1977). Included are official meeting minutes of the UM-System Business Officers. These minutes were kept by UM-System Business Officer, Charles Cottingham who also edited the UM-System Business Policy and Procedure Manual. Topics include budgets, travel authorizations, resident student tuition, petty cash funds theft, buses for field trips, legislative budget books, airline ticket expenses, moving expenses, sale of obsolete equipment, meals for courier service drivers, service charges for returned checks, leaves of absence without pay, and research grants and contracts.

Series 6. - UW:4/31/13 (A87-99)
This Series contains records of the University of Missouri Office of Business Management (ca. 1960). Included are two sixteen inch by twenty inch, black-and-white photographic prints made by photographer, Andy Tau. These prints depict the Agriculture Building and the Dobbs Dormitory group on the University of Missouri-Columbia campus.

Included in this Series are correspondence and related administrative records pertaining to tasks completed under the direction of Assistant Vice President for Business Services, Gebe Ejigu (1979-1990). Correspondence topics include the use of registered architects and engineers on UM-System projects, accidental death and dismemberment coverage for general officers of the University, construction audit reports, Board of Curators rule revisions, expansion of the UMC Bookstore, auxiliary rate increases, Business Services annual activities reports, long range planning, and an upgrade of the UM-System Research Reactor.

Series 15. - UW:4/31/NP (A00-126)
This Series contains records from the University of Missouri Office of Management Services pertaining to Risk and Insurance Management (1960-1975, 1983-1992). Included in the Series are correspondence, claim documents, applications, plans, surveys, topic files, contracts, minutes, licenses, and reports. Correspondence created or received by Director of Risk and Insurance Management, William A. Payton (1994), is included as well as general correspondence dealing with environmental issues (1989-1990), and medical surveillance. Also included in this Series are copies of specific claims for property loss or damage to UM System facilities including Jesse Hall, the Turbine Generator, the Swine Barn, and masonry damage to Swinney Hall on the UMKC Campus (1989-1994). PCB's, Dioxin, radioactive waste and other contaminants are topics of UM-System Site Remediation documents contracts, and reports. Remediation contracts and site maps for Weldon Springs are included as are minutes from the Risk Management Advisor Group (RMAG) (1990-1991), and the 1992 ground lease for the Missouri Research Park.

This Series contains records created or received by the Department of Management Services (1987-1988). It includes the Board of Curators meeting records of the Physical Facilities Committee and supporting documentation. The supporting documentation consists of presentations, budget and bid information. Also included are the Board of Curator's files containing the Physical Facilities Committee agenda items and meeting books. Agenda items include construction, property purchases, sale, exchanges and leases, easements, procurements, agreements, final plans, schematics, and "action items" of the Board of Curators.

Series 17. - UW:4/31/18 (A23-71)
This Series contains records from the University of Missouri Office of Management Services, (2004). The records consist two CD-Rs containing digital photographs of staff at the 2004 Management Services Picnic "Carnival in the Fall". The photographs depict employees indoors, eating, socializing, and playing carnival-style games. A partial list of attendees is included in the Series.

Restrictions Note: The Archives of the University of Missouri-Columbia is required by law and Board of Curator's policy to restrict access to some files and information. Student records are held as confidential under the Federal Educational Rights and Privacy Act of 1974 and by University policy. Faculty promotion and tenure records and Academic Personnel files are restricted for 75 years, or the lifetime of the individual. All grievance, disciplinary, and medical records are treated as confidential files. Consultations with legal counsel, both in-house and external, are protected by the attorney/client privilege and will not be released.
