Scope and Content Note

This Sub-Group contains records of the University of Missouri President's subordinate Office of Personnel Services. Included in the Sub-Group are administrative correspondence, draft reports, official reports, budgetary worksheets, budgetary summaries, job classification studies, salary schedule studies, records of adjustments made in UM-System job classifications and salary schedules, Hayes & Associates consultant studies and reports on administrative and professional staff compensation, hiring freeze records, records of relations with employee unions, responses to surveys by non-University of Missouri groups, records of insurance benefits paid to UM-System employees, meeting minutes of the Retirement Committee, and records of efforts to establish an System retirement plan. Also included in the Sub-Group are independent trust account reviews, records of estimated annual expenditures by the System retirement fund, analysis of major medical insurance claims, group life insurance premium computations, statistical charts tracing faculty applications for benefits, actuary records, records of benefit changes, copies of retirement and disability information booklets, affirmative action progress reports, Equal Employment Opportunity (EEO) records, and salary analysis reports from all four UM-System campuses.

Historical Note:

In 1978, the UM-System Office of Personnel Services (created in 1963) and Office of Employee Relations (created in 1967) were combined. The administrative office created by this combination was initially called Personnel Services and Employee Relations. Within a year, however, its name was changed to Office of Personnel Services and Staff Relations. 1983 saw this MU-System Office change its title once more, to Human Resource Services. The responsibilities of the Office of Human Resource Services include wage and salary schedule administration, maintenance of the University's job classification system, oversight of employee training and development, maintenance of the UM-System personnel and payroll information systems, and resolution of employee relations and affirmative action concerns.

This Series contains records of the University of Missouri Office of Personnel Services (1964-1973). This Series contains records of the University of Missouri Office of Personnel Services (1957-1965). Many of the records in this Series were created or received by University of Missouri Supervisor of Staff Benefits, John E. Graves (1961-1968). Included in this Series are administrative correspondence, records of insurance benefits paid to UM employees, meeting minutes of the Retirement Committee, and records of efforts to establish a System retirement plan.

Series 4. - UW:4/111/4 (A80-21; A83-57)
This Series contains records of the University of Missouri Office of Personnel Services (1963-1978). Many of the records in this Series were created or received by UM-System Manager of Employee Training and Development, Donald C. Zick (1970-1979). Included in Series 4 are administrative correspondence, teaching materials, and course evaluations. Correspondence topics include activities of the College and University Personnel Association (CUPA), and training programs offered through the Office of Personnel Services (such as the apprentice program, basic supervision, retirement and career planning, defensive driving, the educational assistant program, secretarial training, the middle management and executive development program, and orientation and assertion training for women). Other topics include UM-System Service Awards, transfer of funds to UM-System campuses, annual report preparation, Equal Employment Opportunity (EEO) report preparation, and courses offered at local Columbia, Missouri, high schools.

Series 5. - UW:4/111/5 (A87-130)
This Series contains records of the University of Missouri Office of Personnel Services (1973-1979). The records in this Series were created or received by UM-System Personnel Services Director, William D. Poore, who acted as institutional coordinator for this salary equity project. The consulting firm of Robert Hayes and Associates planned and managed project. The objective of the Hayes Study of the UM-System was to assist in developing and implementing a uniform salary administration program covering professional and administrative staff members. In addition to records and reports prepared by the Hayes consultants there are also records created by various UM-System and campus staff members participating in project committees or work-groups. Included in this Series are consultation proposals, presentations, and reports; committee meeting minutes and documents; administrative correspondence between institutional administration and consultants; materials documenting employee reactions to the Hayes Study; classification specifications and wage-rate comparisons; pay-range recommendations; and implementation expense projections.
