Scope and Content Note

This Sub-Group contains records of the University of Missouri President's subordinate Office of the Comptroller and its successors, the Office of Vice President for Finance and Comptroller and the Office of Vice President for Administrative Affairs. Included in this Sub-Group are correspondence, memoranda, telegrams, photocopied materials, vouchers, brochures, mortgage notes, promissory notes, investment and loan fund records, general obligation notes, investment certificates, federal grant allocation records and reports, a survey of future UM-System needs, organizational by-laws, Memorial Stadium Corporation incorporation documents, Memorial Stadium Corporation dissolution documents, reports on the use of state and federal grants to the University of Missouri College of Agriculture, announcements, statements concerning University appropriation requests, informational bulletins, pamphlets, and rules and regulations regarding trust funds and grants.

Also included in the Sub-Group are guides for the preparation of research proposals, reports from the Price Waterhouse accounting firm (concerning various funds of the University), retirement benefits payment information, questionnaires (received and answered by the Office of the Comptroller), Business and Financial Management Advisory Council (BFMAC) records, grant proposals, final project reports, research grant records, University of Missouri Extension Division financial reports, indenture documents, interest bearing bonds, interest coupons, audit reports, cancelled coupon receipts, legal contracts, statistical charts, equipment inventories, real estate purchase and sale records, business policies and procedures manuals, newspaper clippings, news releases, informational leaflets, official agreements, working papers, meeting minutes, action items, and insurance records relating to Medical Center professional liability.

Historical Note:

The Office of University of Missouri Comptroller was created in 1950. Initially the Comptroller reported to the Vice President for Business Operations. That Vice Presidency was eliminated in 1956 and duties of the vacated position were divided among three offices: the Comptroller, the Business Manager, and the Secretary of the Board of Curators. During the 1960's, the UM-System Comptroller was assigned ever-increasing responsibility for the business affairs of all four UM-System campuses. Due to these growing responsibilities, the Comptroller's title was changed (1970) to Vice President for Finance and Comptroller. In 1973, it was decided to no longer appoint a Treasurer for each UM-System campus. The UM-System Office of Vice President for Finance and Treasurer was created at this time, assuming the duties of the four former Treasurers and of the Vice President for Finance and Comptroller. In 1977, the title for this position was again changed, to Vice President for Administrative Affairs, and again in 2011, to Vice President for Finance and Administration.

Series 1. - UW:4/41/1 and UW:4/41/11 (A75-58)
This Series contains records of the University of Missouri Office of the Comptroller (1954-1971). The bulk of the records included in this Series were created or received by UM-System Associate Comptroller, Marvin T. Caldwell, Jr. (1955-1970). Included in Series 1 are correspondence, memoranda, brochures, and photocopied materials relating to management of UM-System fiscal affairs. Topics include departmental finances, designation of accounts, balancing of accounts, relations with professional associations, personnel policies, rental of office and warehouse space, the "Youth Corps" program, office staffing, gifts and grants, "Big 8" Business Officers meetings, inventories, audits, updating the Business Procedures Manual, student organization finances, financial collections procedures, salaries, bad checks, group insurance, University investments, student enrollment, tax sheltered programs, staff benefits, federal scholarships, "AID" contracts with India, and purchase of supplies and equipment. Also included are correspondence and reports concerning various UM-System office holders and the business officers of the four UM-System campuses. Topics of these latter records include ongoing projects, membership in professional organizations, staff meetings, staff salaries, budgets, and extra compensation.

This Series contains records of the University of Missouri Office of the Comptroller (1951-1958). Included in Series 2 are correspondence, memoranda, inter-departmental orders, notices of appointment, inventories, audits, account statements, account codes, applications for federal program grants, Board of Curators regulations and authorizations, federal grant allocation records and reports, and a survey of future University of Missouri needs. Topics include Alumni Association finances, staff benefits, staff insurance, tax deferments, athletic scholarships, Veteran's Administration reimbursements, budgets, ROTC training, cash transaction policies, staffing policies, payroll, bad checks, student health services, faculty and staff travel, educational discounts, state appropriations, UM-System Medical Center charges, operation of KOMU-TV, bank reconciliation's, and building construction and repair.

Series 3. - UW:4/41/3
This Series contains records of the University of Missouri Office of the Comptroller pertaining to the University of Missouri Memorial Stadium Corporation (1925-1949). Included in the Series are correspondence, incorporation documents, dissolution documents, indenture records, interest bearing bonds, interest coupons, audit reports, cancelled coupon receipts, and a report entitled, "History and Outline of the Stadium and Field House Bonded Indebtedness."

Series 4. - UW:4/41/4
This Series contains records of the University of Missouri Office of the Comptroller (1933-1959). Included in Series 4 are correspondence, financial statements, investment coupons, memoranda, reports, financial ledgers, and statistical charts. Topics include fees paid to hospitals accepting patients sponsored by the "Crippled Children's Service" (a state-funded, University-administered service which was responsible for the care of Missouri's disabled youth), budget preparation, health insurance plans for University employees, and fiscal year-end closing and auditing of accounts. Additional topics include a National Science Foundation survey of expenditures on research and development at colleges and universities, the University of Missouri's participation in the federal Veterans Administration "Institutional on-the-Farm Training Program," Maneater and Columbia Missourian financial accounts, financial accounts pertaining to the 50th Anniversary of the School of Journalism (1955), and costs of financing, construction, and operation of University of Missouri-Columbia and University of Missouri-Rolla student dormitories and of the Memorial Union at MU.

Series 5. - UW:4/41/5 (A74-7)
This Series contains records of the University of Missouri Office of the Comptroller (1942-1966). The records in this Series were created or received by the office of UM-System Comptroller, Ray Benzoni (1950-1970). Included in this Series are informational pamphlets, memoranda, bulletins, guides for the preparation of research proposals, and reports from the Price Waterhouse accounting firm (concerning various UM-System trust funds). Topics include rules and regulations on tax withholding, policies regarding travel allowances, policies regarding trust funds and grants, appropriations requests, retirement benefits payments, and University of Missouri policies concerning use of telephones and telegrams.

Included in the Series are correspondence, telegrams, memoranda, vouchers, statistical charts, and reports relating to questionnaires received and answered by the Office of the Comptroller. Questionnaire subjects include financing of the UM-System physical plant, employee salaries, state appropriations, tuition, administrative organization, operating expenditures, incidental student fees, state oversight and control, staff benefits, research program funding, and the impact of finances on UM-System planning.

Series 7. - UW:4/41/8 (A74-20)
This Series contains records of the University of Missouri Office of the Comptroller (1936-1958). Included in Series 7 are correspondence, draft reports, handwritten notes, telegrams, and sample forms relating to the preparation of various reports required by state and federal governments in regard to funds allocated to the University of Missouri under agriculture-related acts and legislation. Reports dealt with in this Series include Agricultural Experiment Station Reports, Agricultural Extension Service Reports, Farm Labor Act Reports, War Food Administration Reports, and Smith Hughes Act Fund Reports.

Series 8. - UW:4/41/9 (A75-39)
This Series contains records of the University of Missouri Office of the Comptroller pertaining to scholarships and student aid funds (1918-1942). Included in Series 8 are correspondence, student loan notes, balance-due lists, tabulations of disbursements, loan fund bond lists, investment securities lists, and background information concerning various scholarships and student aid funds. Among the scholarships and student aid funds documented in this Series are the Gregory Educational Aid Fund, the Eugene Field Scholarship, the Crumbaugh Scholarship Medal, the Frank P. Blair Scholarship, the Jay L. Torrey Fund, the John Jewell Scholarship, and the Watson Loan Fund. Also included in Series 8 are records relating to Peabody Fellowship research grants.

This Series contains records of the University of Missouri Office of the Comptroller (1957-1990). Included in this Series are two complete copies of the University of Missouri Business Policy and Procedure Manual, dated 1969 and 1989. Also included are numerous supplemental revisions and additions to the manuals, some pre-dating the 1969 edition. Topics covered by the manual include policies and procedures for business organization, budgets, personnel and payrolls, inter-departmental orders (IDO's), storeroom inventories, purchasing, travel expenses, sale of UM-System property, cash receipts, equipment inventories, use of UM-System buildings, and gifts and grants to the University.

The bulk of the records in this Series were created or received by the Office of UM-System Vice President for Finance and Treasurer, Donald S. Holm, Jr. (1977-1990). Included are correspondence, memoranda, newspaper clippings, news releases, copies official working papers and agreements, informational leaflets, and a report entitled "A Comprehensive Self-Study of the Staff Benefit Programs of the University of Missouri." Topics include internal audits, state audits, federal audits, use of commercial consulting firms, insurance programs, investments, budget planning, staff benefits, bad checks, payrolls, use of collection agencies, credit cards, scholarship funds, "Distinguished Professorship" funds, student loan programs, wage garnishments, salary overpayments, printing contracts, vacation and sick leave policies, service awards, and employee credit unions.

This Series contains records of the University of Missouri Office of the Comptroller and its successor, the Office of Vice President for Finance and Treasurer (1966-1990). The bulk of the records in this Series pertain to the Business and Financial Management Advisory Council (formerly the Business Officers Advisory Council) whose Chairman was UM-System Vice President for Finance and Treasurer, Donald S. Holm, Jr. (1977-1990). Included in the Series are correspondence, statistics, Council reports, meeting minutes, and insurance records (relating to UM-System Medical Center professional liability). Topics include policies and procedures, accounting systems, federal regulations, budget systems, salary adjustments, rate increases, divestiture of UM-System South African investment holdings, employee benefit plans, and centralization and decentralization of administrative units. Additional topics include University of Kansas City Board of Trustees financial reports, a job classification report from the "Hayes and Associates Benchmark Committee," and investment management reports from the Retirement and Staff Benefits Committee.
