Scope and Content Note
This Sub-Group contains records of the University of Missouri President's subordinate Office of Budget and Analytical Services, as well as its predecessor, the Office of Budget Development and Planning. Included in this Sub-Group are correspondence, budgets, internal audit records, financial statements, salary averages reports (by campus), "Big 8" and "Big 10" staff benefits averages reports, faculty tenure data, an UM-System long range enrollment projection report, records pertaining to the National Association of College and University Business Officers (NACUBO), faculty activity surveys, institutional resources and planning data, American Association of University Professors (AAUP) faculty salary analysis data, enrollment audits, a medical education cost study, salary goal analysis data, enrollment summaries, fringe benefits cost analysis data, questionnaires, statements of physical property, sewer service accounts, State Appropriations Quarterly Reports, research contract records, Missouri Student Association (MSA) budgets, Intercollegiate Athletics' statements of operation, State Seminary Fund records, accounts receivable write off records, investment reports, budget requests, and legislative proposal records.
Series Descriptions:
Series 1. - UW:4/42/2
This Series contains records of the Office of Budget Development and Planning (1950-1972). Many of the records in this Series were created or received by Kent Shelton. Shelton served the University in a number of capacities, including Director of Internal Auditing, Comptroller, and Assistant Vice President for Financial Services (1955-1992). Included in this Series are audit documents and related records, such as correspondence, land inventories, reports and questionnaires, accounts receivable write-off records, research contracts, Missouri Students' Association budgets, Intercollegiate Athletics' statements of operation, State Appropriations Quarterly Reports, budget requests, and copies of legislative proposals. Topics include power plant loans, the University Development Fund, the State Seminary Fund, cooperation with Ranchi College (India), the School of Journalism 50th Anniversary Fund, the hot lunch program (University High School), special equipment funds, space science, the Missouri Bankers' Association, System investment policies, and the University of Missouri Memorial Union.

Series 2. - UW:4/42/3 (A82-42)
This Series contains records of the Office of Budget Development and Planning (1962-1966). Records in this Series were created or received by Kent Shelton. Shelton served the University as Director of Internal Auditing, Comptroller, and Assistant Vice President for Financial Services (1955-1992). Included in this Series are financial statements, budgets, and other internal audit records pertaining to internal audits of the University of Missouri-Kansas City (UMKC) Student Center and Student Housing administrations. Also included in the Series are correspondence and other records relating to the National Association of College and University Business Officers (NACUBO).

This Series contains records of the Office of Budget and Analytical Services (1955-1979), formerly known as the Office of Budget Development and Planning. Included are a Federal Health, Education, and Welfare Department (HEW) Directory of Educational Assessments, an HEW Directory of Accredited Post-Secondary Institutions, a National Center for Educational Statistics (NCES) Digest of Educational Statistics, NCES statistics on Fall semester enrollments, degrees conferred, and statistics relating to public elementary and secondary schools.

This Series contains records of the Office of Budget and Analytical Services (1980-1986), formerly known as the Office of Budget Development and Planning. Included in Series 6 are Association of American Universities Data Exchange (AAUDE) administrative salary comparison statistics, an AAUDE Higher Education General Information Survey (HEGIS), an UM-System faculty salary analysis, Association of American University Professors (AAUP) statistical data, state level program review records, a 1980 long range enrollment projection report, and enrollment audits and statistics. Also included in the Series are transfer student enrollment statistics, a HEGIS and CBHE "Degree Program Inventory," and National Center for Educational Statistics comparison information concerning students enrolled, opening Fall enrollments, and advanced degrees awarded.

Included in this Series are correspondence, Association of American University Professors (AAUP) Higher Education General Information Survey (HEGIS) records concerning professional staff statistical data, salary averages histories, data regarding salary increases, Association of American Universities comparative salary information, and "Big 8" and "Big 10" staff benefits averages and survey data. Also included in Series 7 are salary data reports, comparisons of average salaries, comparisons of staff numbers, tenure statistics, and general tenure information.

This Series holds administrative records created or received by the Office of Budget and Analytical Services (1966-1974). Included in the Series are reports and statistical information. Report topics include tuition fees expenses, degrees granted, and enrollment data, which includes analysis. Statistical information on the University of Missouri-Columbia as well as freshman class profiles are also included in Series 12. Also includes in the Series is a promotional brochure, Facts about the University of Missouri.

This Series contains administrative records of the University of Missouri System Office of Planning and Budget, (1981-1990). The records consist of various survey data and statistical reports, including some for the Higher Education General Information Survey (HEGIS) and the Association of American Universities Data Exchange (AAUDE). Series 15 also includes budget preparation and administration records, (FY1990).

Restrictions Note: The Archives of the University of Missouri-Columbia is required by law and Board of Curator's policy to restrict access to some files and information. Student records are held as confidential under the Federal Educational Rights and Privacy Act of 1974 and by University policy. Faculty promotion and tenure records and Academic Personnel files are restricted for 75 years, or the lifetime of the individual. All grievance, disciplinary, and medical records are treated as confidential files. Consultations with legal counsel, both in-house and external, are protected by the attorney/client privilege and will not be released.
