Record Group: 12 C Scope and Content Note (A83-50; A88-07; A89-01; A91-78; A92-103; A93-76; A01-85) Biographical Note: William Franklin Fratcher was born in Detroit Michigan, April 4, 1913. He graduated from Wayne State University (1933), University of Michigan (1936,1951,1952), and Command and General Staff School, United States Army, Fort Leavenworth, Kansas (1944). His resume includes positions as Judge Advocate (Captain, Major and Lieutenant Colonel), United States Army (1941-1947), including Chief, War Crimes Branch, Legal Division, Office of Military Government for Germany (United States), Berlin; and Colonel, Army of the United States, retired 1973. Fratcher taught at the University of Missouri-Columbia from 1947 to 1992. He also held visiting professorships at various American universities, and was an Honorary Member of the Faculty of Laws of King's College, University of London (1963-1964). Fratcher's numerous other positions include Reporter for the Uniform Probate Code (1963-1970) and Reporter for The Missouri Bar projects for revision of Missouri probate, guardianship and trust laws (1973-1983). Fratcher contributed some 85 articles, comments, notes, and book reviews to various law reviews and other periodicals. He was the author of numerous publications, including The Law of Future Interests and The Law of Trusts; and co-author of many publications, including Manual for Courts-Martial, U.S. Army and Introduction to the Law of the United States.
