Scope and Content Note

This Sub-Group contains records of the University of Missouri President's subordinate Office of Extension Services. Included in this Sub-Group are administrative correspondence, personal correspondence, University of Missouri Extension Services annual reports, event programs, speech texts, administrators' desk calendars, copies of the UM-System Extension Services newsletter, conference and seminar records, circulars, memos of understanding, photographs (of MU-System Extension Services staff and various Extension-supported 4-H groups), surveys, budgets and budget data, financial reports, staff directories, Extension program evaluations, training guides, copies of U.S. Department of Agriculture (USDA) "Annual Cooperative Extension Service Reports," a copy of the Gubernatorial Proclamation (1914) announcing the Smith-Lever Act, the legislation which provided funding for Agricultural Extension programs.

Also included in this Sub-Group are brief histories of the University of Missouri College of Agriculture, the Land Grant College Movement, and Extension Work Under the Smith-Lever Act, as well as requests for Extension-related information, requests for University of Missouri Agricultural Extension courses, newspaper clippings, research papers, staff publications, UM-System Extension Services "Home Management" annual reports, records relating to land use planning and community development, copies of policies and procedures, appropriations records, project proposals, contracts, audits, records relating to the "Governor's Study Commission on Extension and Role and Scope," a photographic history of the 4-H , a File Classification Manual for Missouri University Extension Centers, copies of publications from the UM-System Extension Services' "Miscellaneous Publication Series," and records of the Mid-Missouri Small School Computer Consortium.

Historical Note:

In 1914, the U.S. Congress passed the Smith-Lever Act, which provided federal support for Cooperative Agricultural Extension Work to be administered by Agricultural Colleges in the several states. Missouri's Governor, Elliot W. Major, issued a proclamation authorizing the Board of Curators of the University of Missouri, the Executive Committee of the Curators of the School of Mines and Metallurgy (University of Missouri-Rolla), and the Board of Regents of the Lincoln Institute (Lincoln University) to receive appropriations and organize agricultural extension work under provisions of the Smith-Lever Act. The University of Missouri Agricultural Extension Division was soon organized, with Arthur John Meyer as its first Director. County Extension Agents were appointed and began work in the areas of agriculture, home economics, and forestry. The University of Missouri Division of Continuing Education had, since 1910, been responsible for continuing teachers' education and various other off-campus courses and training programs offered by the University. In 1960, the Division of Continuing Education was combined with the University of Missouri's Agricultural Extension Service to become the University Extension Division.

With the inception of the University of Missouri's four campus System, in 1963, each campus appointed its own Dean of Extension. C. Brice Ratchford (future UM President, 1971-1976), became Vice President for Extension. In 1972, Lincoln University's extension efforts became part of University of Missouri Extension. This evolving administrative structure was again changed, in 1979, when the position of Vice President for Extension was eliminated. Administration of UM Extension was transferred to the Office of UM Vice President for Academic Affairs and the position of Director of Cooperative Extension was also created. This latter administrator directed all UM-System Extension programs (under the new designation of "Cooperative Extension Services") and reported to the Vice President for Academic Affairs. In 1993, the Office of Vice President for University Outreach was created. Administration of UM Cooperative Extension Services was made one of the new Vice President's duties. At this same time, the position of Assistant Vice President and Associate Director of Cooperative Extension was created to assist the Vice President for University Outreach in regard to UM Cooperative Extension work. On 1 January 2004, administrative control of UM-System Outreach and Extension was transferred to the MU Office of the Provost.

This Series contains records of the Office of Extension Services (1935-1988). Some of these records were created when this Office was known by different titles. Included in this Series are University of Missouri Extension Services annual reports for the years 1935, 1936, 1937, 1939, 1940, 1945, 1946, 1947, 1950-1953, and 1969-1988.

This Series contains records of the University of Missouri Office of Extension Services (1950-1979). Some of these records were created when this Office was known by different titles. The majority of records in this Series were created or received by UM-System Vice President for Extension, Carl N. Scheneman (1970-1979). Included in this Series are personal and administrative correspondence, event programs, speech texts (some hand written), note cards, and Vice President Scheneman's personal desk calendars for the years 1969-1979.

Series 3. - UW:4/71/3 (A82-29, A01-151)
This Series contains records of the University of Missouri Office of Extension Services (1948-1998). Some of these records were created when this Office was known by different titles. Included in this Series are copies of the Extension Services newsletter, which features information concerning Extension personnel changes, new programs to be offered by Extension Services, staff training opportunities, and other topics of interest to Extension employees. This publication has experienced several name changes. From 1948 to 1958, it was known as the Missouri Extension News. From 1958 until 1963, it's title was Missouri Extension Letter. Beginning in late 1963, it was called the "Weekly Newsletter". In May of 1990, the name was changed to "Weekly News".

Note to Researcher: The earliest examples of this newsletter were published on a bi-monthly basis. From the mid-1960s onward, it was produced once a week. Series 3 does not hold every issue of this publication, gaps exist near the beginning and end of the range of publication dates noted.

Series 4. - UW:4/71/4 (A82-29)
This Series contains records of the University of Missouri Office of Extension Services, (1903-1978). Some of these records were created when this Office was known by different titles. Included in this Series are reports, papers, publications, news clippings, and correspondence relating to the beginning of Extension work in Missouri. This Series contains copies of USDA Annual Cooperation Extension Service reports, short histories of the Smith-Lever Act, with other materials relating to the College of Agriculture, Land Grant Movement, county agents, associations, etc. Frederick B. Mumford authored the History of College of Agriculture and Land Grant Movement.

Included in this Series are general administrative correspondence and correspondence pertaining to requests for Extension-related information and requests for various University of Missouri Agricultural Extension courses to be offered at different localities around the state.

This Series contains records of the University of Missouri Office of Extension Services (1938-1983, bulk 1960-1983). Some of these records were created when this Office was known by different titles. Included in this Series are correspondence, copies of policies and procedures, budget records, appropriations records, project proposals, contracts, audits, records relating to the Governor's Study Commission on Extension and Role and Scope, and copies of UM-System Agricultural Extension financial reports to the U.S. Department of Agriculture (USDA) for the years 1938 through 1983.

This Series contains records of the University of Missouri Office of Extension Services(1968). Included in this Series is a copy of the 1968 version of the File Classification Manual for Missouri University Extension Centers. This mimeographed manual offers examples of and explanations concerning the "subject-numeric" file classification system employed by UM-System Extension Services Centers.

Series 9. - UW:4/71/11 (A05-26; various sources)
This Series contains records of the University of Missouri Office of Extension Services (1966-1993). Some of these records were created when this Office was known by different titles. Included in this Series are examples of publications from the UM-System Extension Services' Miscellaneous Publications Series as well as the Extension Division Manuals. These publications deal with a wide range of topics, including nutrition, 4-H activities, dairy operations, textile and apparel management, raising poultry, consumer issues, social conditions, child care, public policy issues, animal husbandry, and general agricultural business issues and innovations. Also included in this Series are folders or packets of informational materials distributed by the University of Missouri Extension Division across the state. Packet titles include The Future Belongs to Those Who Plan and Providing Public Services in Missouri: Issues and Alternatives - A Public Affairs Education Program.

This Series contains records originating from the University of Missouri Extension Services Office. This series contains proceedings of University of Missouri's Annual Conferences on Trace Substance in Environmental Health. Conference proceedings in this Series include the: 1st, 07/10-11/1967; 2nd, 07/16-18/1968; 3rd, 06/24-26/1969 (2 copies); 4th, 06/23-25/1970; 5th, 06/29-30/1971; 8th, 06/11-13/1974; 9th, 06/10-12/1975; 11th, 06/7-9/1977; and 13th, 06/4-7/1979. The conference was sponsored by the University of Missouri Environmental Health Center and the Extension Division and held at Memorial Union at the University of Missouri-Columbia. The proceedings manuals were edited by Delbert D. Hemphill.
