Scope and Content Note

This Record Sub-Group contains administrative and programmatic records created or received by the Office of Employee Benefits or its predecessor departments. Included in this Sub-Group are directors and administrators correspondence files from the tenures of Michael Reese (1980-1983), Michael Paden (1982-2000), Ken Hutchinson (1989-1998), and Ron Monroe (1988-1990). Also included in this Sub-Group are general departmental correspondence files relating to benefit administration, Federal Government and University employee retirement plans for Agricultural Extension Service (AES) employees, and the founding of the Mizzou Employees Credit Union. The Sub-Group also contains a quantity of general subject files and a large number of microfilmed employee earnings records as well as Staff Retirement Committee minutes and actuarial reports.

Historical Note:

MU employee retirement and benefit programs were administered, prior to the creation of the UM-System in 1963, by the MU Office of Staff Benefits and Retirement. In 1963, management of employee retirement and benefit programs was transferred to the UM-System Office of Personnel Services. The Office of Personnel Services and the Office of Employee Relations were combined in 1978 and called the Office of Personnel Services and Employee Relations. In 1979, the name of the Office of Personnel Services and Employee Relations was changed to Personnel Services and Staff Relations and again in 1983 to Human Resource Services.

The new Office of Personnel Services and Staff Relations was reorganized in 1979 into two subordinate units directly supervised by separate directors, the Office of Human Resource Systems and Development and the Office of Employee Benefits. The name of the Office of Employee Benefits was changed during the 1990s to the Office of Faculty and Staff Benefits. All benefit programs including retirement for the employees of the four-campus UM System continue to be coordinated and administered by the Office of Faculty and Staff Benefits.

Series Descriptions:

Series 1. - UW:4/116/1 (A86-11)
This Records Series includes two Board of Curators Recommendations from 1947, dealing with the relationship of Federal employees working at MU in the Agricultural Extension Service (AES) to the MU retirement system. This Series also contains a 1949 letter sent by MU Auditor R.H. Bezoni to Professor James Burch regarding the transfer of University retirement system contributions to a private annuity administered by an insurance company with an attached transcription of the minutes of the Executive Committee of the Board of Curators approving this type of arrangement (1947, 1948).

Series 2. - UW:4/116/2 (A86-15)
This Records Series contains records created or received by the UM Office of Personnel Services (1969-1975). The Series consists of correspondence related to the creation and founding of the Mizzou Employees Credit Union as well as the Credit Union's first annual report (1970) and the Financial & Statistical Reports of the Treasurer, William D. Poore, for 1969-1971. The Series also includes planning and assessment documents for a Student Credit Union in 1972.

Series 3. - UW:4/116/3 (A87-50)
This Records Series contains microfilmed copies of employee earnings records created by the MU Office of Staff Benefits and Retirement and its UM-System successor office, Personnel Services (1936-1976). Additionally this Series contains microfilmed copies of minutes, reports, and supporting documentation of the Staff Benefits Retirement Committee.

This Records Series contains records created or received by the UM Office of Employee Benefits, (1981-1983). The Series contains correspondence, lists and supporting records relating to the administration of the benefits program. Included in the Records Series are benefit changes notifications; retirement, disability, and death benefit applications; evidence of insurability forms; and benefit claim forms.

Series 5. - UW:4/116/5 (A96-79; A98-56; A01-78)
This Records Series contains microfilmed copies of the correspondence created and received by the Director of the Employee Benefits Office and its predecessor offices (1965-2000, bulk 1980-2000). The Series includes the correspondence of Michael Reese (1980-1983), first director of a newly organized Office of Employee Benefits, Director Michael J. Paden (1982-2000), and Benefits Manager Ron Monroe (1988-1990). The correspondence in this Records Series relates to individual claims for benefits, general administration of benefits, and the formulation and revision of benefits policy and procedures.

This Records Series consists of records created and received by the Offices of Personnel Services, Personnel Services and Employee Relations, Personnel Services and Staff Relations and the Office of Employee Benefits (1973-1986). This Series consists of general departmental and director's office correspondence as well as administrative monthly reports. Correspondence in this Records Series deals with provisions of new and renewed benefit plans as well as litigation materials.

This Series contains printed and duplicated material created by the Vice President for Human Resources' Office of Faculty and Staff Benefits, (ca. 1988-2008). The material consists of handbooks, manuals, brochures, guides, etc. pertaining to the Voluntary Early Retirement Incentive Program, Workers' Compensation, and general employee benefits and enrollment, including health insurance.

Restrictions Note: The Archives of the University of Missouri-Columbia is required by law and Board of Curator's policy to restrict access to some files and information. Student records are held as confidential under the Federal Educational Rights and Privacy Act of 1974 and by University policy. Faculty promotion and tenure records and Academic Personnel files are restricted for 75 years, or the lifetime of the individual. All grievance, disciplinary, and medical records are treated as confidential files. Consultations with legal counsel, both in-house and external, are protected by the attorney/client privilege and will not be released.
